MOSCOW, November 17 (Itar-Tass) - The Russia-EU summit to be held in
Stockholm on November 18 plans to discuss pressing issues of world politics and
Russia-EU cooperation in line with the all-round dialogue in the political,
trade, economic and humanitarian spheres, Itar-Tass learnt from a Kremlin source
on Tuesday.
For instance “the sides plan, taking into account the results of the
Russia-EU Permanent Partnership Council on Environment at the ministerial level,
to discuss in detail environmental issues, including comparison of views on the
eve of the conference on a review of the UN Framework Convention on Climate
Change and the Kyoto protocol in Copenhagen”.
The sides “will continue the dialogue on partnership between Russia and the
European Union on overcoming consequences of the world financial crisis,
including hammering out specific moves on reforming the world financial system”.
It is also planned “to discuss in detail issues of global energy security,
including in the light of the known Russian initiatives on establishing a new
legal basis for international cooperation in the energy sphere”. “In this
connection, Russia intends to hail the consent of Sweden, Finland and Denmark on
laying down a North European gas pipeline as well as progress, achieved jointly
with Italy and Turkey, in the South Stream project,” the Kremlin source said.
“The summit will continue to discuss the Russian initiative on concluding a
European Security Treaty” in the context of establishing a new architecture of
European security.
The sides will have “to assess progress in implementing ‘road maps’ on
forming the four common spaces (economic; freedom, security and justice;
foreign: security; scientific investigations, including cultural aspects) as
well as talks on concluding a Treaty on Russia-EU strategic partnership”.
“Partners’ attention will be called to promising ‘points of growth’ in
partnership relations on such specific questions as transition to a visa-free
trips of citizens, cooperation in crisis regulation and build-up of energy
cooperation,” the source added.
For instance, “in compliance with the European instrument of neighbourhood
and partnership, it is planned to sign an agreement and to start practical
implementation of five programmes of border cooperation with the participation
of Russian north-western regions and territories, bordering EU member states”.
The total volume of funding of these programmes which include St. Petersburg,
the Leningrad, Pskov, Kaliningrad and Murmansk regions as well as the Karelia
Republic, tops 370 million US dollars.
The summit will “discuss partnership with the European Union in a crisis
settlement , including struggle against piracy in the Gulf of Aden as well as
participation of a Russian helicopter group in the EU past operation in Chad and
the CAR”. In this context, “it is planned to reach an understanding on
concluding a joint framework agreement on cooperation in a crisis settlement”.
The sides will continue “the principled dialogue on existing outstanding
issues in our trade and economic relations with the European Union”. Russian
main concerns are well known: “anti-dumping procedures, quota restrictions and
technical barriers, used by the EU against Russian goods as well as roadblocks
to Russian investments”.
“In this connection, we deem it necessary to act pragmatically, seeking to
find mutually acceptable solutions, guided by equal (without double standards)
rules of settling disputes,” the source emphasised.
In the context of the Treaty of Lisbon on the reform of the European Union,
which is expected to come into force, Russia will discuss with its European
partners “possible adjustments and adaptation of various Russian-EU dialogue
mechanisms to future institutional changes in the European Union”.
